Susan Nestor Levy serves as the Chief Advocacy Officer at Ascension Health and Executive Director of Ascension Health’s international ministry, Seton Institute. Ms. Levy oversees one of the three parts of Ascension Health’s Call to Action, “Healthcare That Leaves No One Behind,” which frames Ascension Health’s commitment to the most vulnerable with a 2020 goal of 100% access and 100% coverage. She also operates a legislative and public policy office in Washington, D.C., and oversees Ascension Health’s national access catalyst role to expand access in community collaboratives in 19 states and Washington, D.C. In addition, Ms. Levy oversees the Daughters of Charity-St. Louis Foundation.
Vice President, System Legislative Leadership, Ascension Health
Mary Ella Payne serves as Vice President, System Legislative Leadership, for Ascension Health. Prior to working for Ascension Health, Ms. Payne was senior legislative aide to Senator Jay Rockefeller (D-WV) for 10 years. She advised Senator Rockefeller on a wide variety of healthcare issues, including comprehensive healthcare reform, Medicare and Medicaid policies, and creation of the State Children's Health Insurance Program. Ms. Payne staffed him both as Chairman and Ranking Member of the Senate Finance Committee's subcommittee on health that has jurisdiction over the Medicare and Medicaid programs.

Vice President, Healthcare Access Leadership, Ascension Health
As Vice President for Access Leadership, JoAnn Webster works with Ascension Health hospitals and community coalitions throughout the country to develop local models that provide access to care for the uninsured and then showcase that work nationally for the purpose of creating a permanent national solution to the problem of the uninsured in this country. In 2005 she began working with a new executive leadership program providing coaching and consulting to hospital CEOs throughout Ascension Health, supporting their development as leaders in providing access to healthcare for the uninsured in their communities.

Project Specialist, Ascension Health
Phyllis Bruemer joined Ascension Health’s Advocacy and External Relations team in October 2002. As Project Specialist, Ms. Bruemer’s primary responsibility is to serve as the lead project manager to assure effective planning and coordination of all department-wide projects, internal and external meetings, and budget and human resources processes.
